iTunes Error -9838 or -4 ((iPhone 2.0 Activation Meltdown))
Can't activate your iPhone 2.0 ?
Well, worldwide launch on July 11, 2008 = apparent Apple server meltdown. Too many phones trying to be activated. This is one the first blogs I became aware of that tracks the problem...

This site is apparently updated when things get working again, so keep checking the link.

I heard the people worst hit were those who upgraded from the first iPhone. They had already deactivated their old iPhone and couldn't activate the new one, especially for business phone numbers as in your case.
Everything worked for me after a few hours except for Wi-Fi access on protected networks (WPA...), will have to try this weekend. Wi-Fi on public networks works fine though...
